Impact on Juvenile Court Docket and Probation Caseloads

If possible to measure the impact on caseload in a county with an active Youth Court as compared to a county with no Youth Court in operation.  Assign a dollar figure to show savings as a result of reduction in caseload and perform a cost benefit analysis.  (The Committee opted not to implement this measure immediately but continue research on the best method to assess the fiscal impact.  Any ideas would be greatly appreciated.)
